The Load Permit screen allows user to load permit information by using permit number. Alternatively, if Internet is not available, user can enter a permit by only
permit number and vessel name. The permit will be verified during report submission.

After enter the 8-digits permit number, Tap on the "Load" button to retrieve permit information.

After permit information was retrieved, tap "Save" button to store the permit in the device. If Internet is not available, user can enter permit number
and vessel name and save it. After saving, the app navigate back to the
Permits Screen
